If you were to attempt to use it the first thing your connection wizard will ask for is the SSID which you would input. After rereading your post,it seems like your worried. Basically what you are seeing is the broadcast name of the network (there several ways to hide that). this network is not connected to yours and you are not connected to it. As to why you see it on one computer and not on others could be due to hardware and/or software.
Click Manage known networks on the right. Click Add a new network and enter the required information. Click Save and wait for Windows 10 to connect to the newly added hidden network. Open the Control Panel. Go to Network and Internet → Network and Sharing Center. Click Set up a new connection or network.
As to why it shows up on one and not others could be settings and or signal strenght and device location. The new Hidden Network being at same signal strenght could be using same channel as neighbors and hiding them because of it's stronger signal.
